The committee weighed up the options regarding the roofing materials but the general opinion was that the motivation for the alternate materials was not strong enough and insufficient information on the alternate roof covering had been provided.It was agreed that the use of Oregon Pine and Cedar shingles was the best option in line with the conservation principles followed by the Institute. Those principles require that interventions be restricted to those that are necessary to restore the building to its original condition, using materials that are an exact match to the original materials, including matching the species of timber. It was agreed that it would be preferable to use the salvaged bricks from the stables on site as these buildings were scheduled for demolition and the brick would be a better match to the damaged brick on the Billiard Room than any new bricks or salvaged bricks from another site. It would involve minimal cost, thereby off-setting some of the additional costs for the roofing materials.The Institute requires that the materials used in the restoration of the protected heritage resources on the site are an exact match to the original materials, including the same species of timber for the roof trusses and the roof covering.
An application to review the decision made in terms of this permit application may be submitted to the KZN Amafa and Research Institute Permit Review Committee within a period of 14 working days of the date of issue of this letter.
The decision made in terms of this permit application may be appealed to the MEC, as stipulated in section 59 of the KwaZulu-Natal Amafa and Research Institute Act, Act No. 5 of 2018, within 30 days from the date of issue of this letter.
