Final Comment
As the regulated timeframes in which to provide a comment on the EA application have closed, and the EA has been granted on the 13/08/2020, SAHRA cannot provide a comment in terms of section 38(8) of the National Heritage Resources Act, Act 25 of 1999 (NHRA).
The SAHRA Archaeological, Palaeontology and Meteorites (APM) Unit can support the recommendations of the specialists with regards to the archaeological and palaeontological heritage and recommended that they be adhered to.
The SAHRA Burial Grounds and Graves (BGG) Unit accepts and supports the recommendations in the HIA report with regards to the identified burial grounds and graves as detailed and outlined in Chapter 8 of the attached Heritage Impact Assessment (HIA). The Burial Grounds and Graves to remain in situ SAHRA BGG requests a detailed Heritage Management Plan (HMP) that includes a Grave Management and Conservation Plan to be submitted to SAHRA for review and comment.
SAHRA cannot provide any comments on the historical buildings, as these fall within the jurisdiction of the Limpopo Heritage Resources Authority (LIHRA).
While SAHRA cannot impose any new conditions, the following recommendations are to be considered for the development:

If there are any new heritages resources are discovered during construction and operation phases of the proposed development, then a professional archaeologist or palaeontologist, depending on the nature of the finds, must be contracted as soon as possible to inspect the findings at the expense of the developer;
If the newly discovered heritage resources prove to be of archaeological or palaeontological significance, a Phase 2 rescue operation may be required at the expense of the developer. Mitigation will only be carried out after the archaeologist or palaeontologist obtains a permit in terms of section 35 of the NHRA (Act 25 of 1999). SAHRA requests that the granted EA be uploaded to the case for record purposes.
