SAHRA is satisfied that the proposed upgrades to Chapel Street will not detract from the significance of the declared Zeenatul/Zinatul Mosque, nor will the declared site be directly impacted. 

SAHRA requests that extreme care be exercised when removing the existing paving and any additional construction activities around the mosque as there is no fence between the mosque structure and the streetscape, to avoid accidental damage to the structure. 

There is acknowledgement of a Grade 1 resource as a significant building, however, there is a missed opportunity to highlight the Zeenatul Mosque and appropriately develop the surrounding open space. The Zeenatul Mosque is noted to be isolated and exposed; more design development would reduce this and create a better landscape for communities to enjoy. The design proposal is lacking at the West end by comparison to the opposite end of Chapel Street.

As sites do not exist in isolation to their surroundings, should any heritage resources (e.g. historical artefacts) be uncovered during any excavations in the immediate vicinity of the mosque or if there is a possibility that the artefacts may be linked to the mosque, SAHRA must be informed. Monitoring of excavations by an archaeologist is recommended.
