    Proposal Description
    Elundini Local Municipality proposes to establish a township. As part of its legislative mandate/strategic intent, this project is informed by the need to assist municipalities to have proclaimed townships with registered and rateable erven. The Municipality’s IDP has identified the project as an integral part of the “Access to Land and Human Settlements Project” to promote property security of tenure and ownership in economically viable areas by previously disadvantaged individuals. This mandate includes among others, the provision of new housing opportunities (diverse housing typology) closer to economic activities and improved social amenities.

    The planned development involves construction of approximately 800 housing units. The study area is vacant on erven 2014 (13.26ha) and 2017 (24.05ha) and is located at Maclear (Nqanqarhu) Town. Maclear (Nqanqarhu) is a town in the Elundini Local Municipality in the Eastern Cape Province, South Africa. The ervens are adjacent to each other and so will be developed as one. The subject site is located on an unplanned portion of Remainder Erven 2014 & 2017 (Municipal Commonage) and there is no previous planning done. The site is not within any Critical Biodiversity Area according to the ECBCP (2019).
