ENVIRONMENTAL IMPACT ASSESSMENT FOR THE PROPOSED CONSTRUCTION OF INCINERATOR AND ABATTOIRS AT GROOTVLEI PRISON IN MANGAUNG, FREE STATE PROVINCE, SOUTH AFRICA

Mangaung Correctional Services known as the Grootvlei Prison has been outsourcing meat for the inmates. The cost-effectiveness of this task has elevated exponentially in recent years. This has led the Department of correctional services in conjunction with the National Department of Public Works to establish the Abattoir for slaughtering of chicken, beef, and pigs. Furthermore, to reduce the waste from the remains of animals, the departments, decided to establish an incinerator.
Nhlatse Planning Consultants has been tasked to facilitate the Environmental Authorisation of the Establishment of the Abattoir and Incinerator at Grootvlei prison. The establishment and management of the abattoir fall within the ambit of the National Environmental Management Act (Act 107 OF 1998).
Proposed development entails the establishment of an abattoir and an incinerator. Abattoir will be mainly used for the slaughtering and processing of meat from animals whereas the incinerator will be used for the burning of the remains of slaughtered animals. This will be done to reduce handling and disposal of animals’ wastes. The proposed site is situated within the farm Welton 1587 Mangaung in the Free State Province. The proposed project will have a footprint of 0.87 hectare.
