Proposal Description
Barberton Mines, which forms part of Pan African Resources PLC, owns and operates the Fairview Mine near the town of Barberton in the Mpumalanga Province of South Africa. The mine is operated under a mining right (Reference Number MP 30/5/1/2/2/10221 MR (191) MR)) and an approved Environmental Management Programme Report (EMPR), which was authorised by DMRE in August 2017.
Mining at the Fairview Mine commenced in 1886 as a number of small operations accessing the rich gold ore from the surface. These operations continued intermittently until 1955 when they were consolidated under Federale Mynbou into what is currently known as the Fairview Mine. Currently, No. 11 Adit is the only active adit at the mine with ore being hauled by aerial way rope to the mineral processing plant which includes crushing, milling and flotation to produce gold concentrate. The concentrate is then further processed at the Blox Plant before passing through the Carbon in Leach (CIL) plant. The final concentrate is smelted on site to produce gold bullion. Two tailings stream originate: flotation tailings and CIL tailings, which are deposited on the Bramber tailings dam.
Barberton Mines wish to make changes to the mining right by adding a portion of the Farm Bramber East 314 JU. This property has historically been part of the authorised old order mining right area (Mining License 28/2003) and this is indicated in the Regulation 42 Plan (OT5/3/2/589) of the converted new order mining right. However, this property was omitted in Annexure “A” to the new order mining right, indicating an administrative error. The aim of this amendment application is to rectify this administrative error and to align the Regulation 42 Plan with the mining right and Annexure “A” to the Fairview Mine mining right. In order to effect this change, it is necessary that a Section 102 template, accompanied by an environmental authorisation amendment application, are completed and submitted to the regulatory authority, the Department of Mineral Resources and Energy (DMRE), for decision-making.
