Proposal Description
K2023230308 (South Africa) (Pty) Ltd (hereafter referred to as "The Applicant") is proposing the development of the Sibella Battery Energy Storage System (BESS) and associated infrastructure located on Portion 2 of Farm Picton 2264 near Bloemfontein in the Mangaung Local Municipality and the Mangaung District Municipality of the Free State Province.
The Sibella BESS will have a development area of approximately 7 hectares (ha) and a planned capacity of 123 MW / 492 MWh. The Applicant will submit a bid under the Battery Energy Storage Independent Power Producers Procurement Programme (BESIPPPP) or similar procurement programme. The proposed BESS will consist of the following associated infrastructure:
BESS consisting of lithium-ion, vanadium redox flow or similar batteries, with a proposed footprint of ~3.98 ha. The BESS will have a height of up to 3.5 m.
Inverters and transformers.
Low voltage cabling between the BESS and inverters.
Fence around the project development area with security and access control.
Onsite Independent Power Producer (IPP) substation of ~1 ha.
Electric fencing or an alternative fencing (welded steel chain link mesh, welded steel mesh, hot-dip galvanised, Clear-Vu or similar) with a height of between 2.5 m and 3 m will be placed around the substation.
Laydown and storage area with a footprint of ~0.26 ha.
Operations and Maintenance (O&M) building area with a footprint of ~0.49 ha.
Other areas including internal roads and perimeter fencing of ~1.27 ha.
