    Proposal Description
    The Applicant, Mokolobane Solar (Pty) Ltd, is proposing the construction of a photovoltaic (PV) solar energy facility and its associated infrastructure (known as the Mokolobane PV SEF). The development is located on Farm Philadelphia No. 1163, the Farm Samenwerk No. 1858, Remaining Extent and Portion 1 of the Farm Nooitgedacht No. 2308, the Farm Somme No. 1962, the Farm Geluk No. 994, the Farm Noodshulp No. 1985 the Farm Noodshulp No. 2052, the Farm Burton No. 657, and the Farm Hermina No. 715, Registration Division Windburg, situated within the Mantsopa Local Municipality (LM), Thabo Mofutsanyana District Municipality (DM), area of jurisdiction, approximately 9 km west of the town of Excelsior in the Free State Province.

    The Mokolobane PV SEF will comprise several arrays of PV panels and associated infrastructure and will have a contracted capacity of up to 1 Gigawatt (GW). The development area is situated within the Mantsopa Local Municipality within the Thabo Mofutsanyana District Municipality. The site is accessible directly off the R703 regional road. The R703 regional road divides the assessment area into a northern and southern section.

    Energy generated by the Mokolobane PV SEF will be evacuated into the National Grid via the establishment of an up to 400 kV on-site substation with a LILO connection to the 275 kV / 400 kV Eskom power lines crossing the proposed project area. A 132 kV power line is required to connect the northern sections of the proposed facility to the 400 kV on-site substation and to connect to the northern and southern PV array of the project. The Environmental Impact Assessment (EIA) assessment area will be approximately 2 200 hectares in extent excluding linear components.

    The proposed Mokolobane Solar project will include the following infrastructure:
    • PV modules and mounting structures
    • Inverters and transformers
    • Battery Energy Storage System (BESS)
    • Site and internal access roads (up to 12 m wide)
    • Operation and Maintenance buildings including a gate house and security building, control centre, offices, warehouses and workshops for storage and maintenance.
    • Temporary and permanent laydown area.
    • Grid connection infrastructure, including:
    o 33 kV cabling between the project components and the facility substation
    o A 132 kV and up to 400 kV facility substation
    o A 132 kV and up to 400 kV Eskom switching station
    o A 132 kV power line to connect the northern section of the proposed facility to the up to 400 kV on-site substation
    o A Loop-In-Loop-Out (LILO) connection into the existing Eskom 275 / 400 kV power line which crosses the project area.

    The proposed Mokolobane Solar project will undergo a Scoping and Environmental Impact Assessment (S&EIA) process.

    A separate basic assessment application process will be undertaken for the assessment and authorisation of the grid connection corridor, should the facility connect to the existing Eskom Merapi Substation.
