    Proposal Description
    Globeleq Development Southern Africa (Pty) Ltd (GDSA) will be the sole shareholder of Good Hope
    BESS (Pty) Ltd, once incorporated, and proposes to develop a stand-alone Battery Energy Storage
    System (BESS) and its associated infrastructure on Portion 6 of Farm Spes Bona 2355 and the
    Remainder of Farm Kwaggafontein No. 2300, within the within the Mangaung Metropolitan
    Municipality, Free State Province (Figure 1). ASHA Consulting (Pty) Ltd was appointed by SLR
    Consulting (South Africa) (Pty) Ltd to conduct an assessment of the potential impacts to heritage
    resources that might occur during development of the proposed BESS. A centre point for the
    proposed development site at the eastern end of the farm portion is at
    S29° 06’ 16.5” E26° 06’ 09.5”. The overall objective of the project is to store and evacuate power (as needed) to the national grid
    which will be procured through the Battery Energy Storage Independent Power Producer
    Procurement Programme (BESIPPPP) BID Window 3.



    The proposed development requires the BESS to be registered with the competent authority, the
    Department of Forestry, Fisheries and the Environment (DFFE). This is in terms of Government
    Notice (GN) 4557 - Norm for the Exclusion of Identified Activities Associated with the Development
    and Expansion of Battery Storage Facilities in Areas of Low or Medium Environmental Sensitivity. GN 4557 has been prepared to provide rules for activities associated with the development and
    expansion of battery storage facilities. These activities are identified under section 24(2)(a) and (b)
    of the National Environmental Management Act, 1998 (NEMA). They are also contained in the
    Environmental Impact Assessment Regulations (EIA) Listing Notice 1, 2, or 3 of 2014, promulgated
    under section 24(5) of NEMA.



    These activities are excluded from the requirement to obtain an environmental authorisation prior
    to commencement, while still meeting the objectives of NEMA. The site sensitivity verification must
    be undertaken to confirm the current land use and environmental sensitivity of the proposed
    project area as identified by the National Web-Based Environmental Screening Tool (Screening
    Tool).
