Throughout the process of evaluation, applications are subject to internationally accepted principles. They are outlined in the Australian Burra Charter and its predecessor, the Venice Charter. These charters were excepted by UNESCO.
- Proposed interventions must be minimal and reversible, especially if the buildings are listed/Grade IIIA or formally declared landmarks: corrugated iron roofs/pergolas or even structures like wooden decks for umbrellas should be a separate unit, structurally apart, from the listed buildings 118 (Roco Mamas) and 120 (building that was in the process of illegal alteration and additions that were stopped) Florida Road.
- If additions are done in front of listed or grade II buildings, they must be permeable to ensure the visual appearance of conservation worthy buildings are not compromised. Corrugated iron roofs must be removed from 118 and 120 Florida Road.
- It must be considered that additions and alterations’ impact should not compromise the visual appearance of the front façade especially in a conservation area. The full view of the façade should be clearly visible from the street. If additions are done in the front of a conservation worthy house, they must be permeable.
- If additions are done to a conservation worthy building, they must be constructed behind the historical building or set-back from the front facade of the building, if the extension of a room is added to its side, to ensure the facade is not compromised: The extension to the left of 120 Florida Road is not set back and must be demolished. The new design must include this building, set-back from the front wall of the house, not extending past the end of the front wall on 20 Florida Road, which is the case at present.
- The short walls in front of properties 120 and 118 Florida Road are a feature in Florida Road and is acceptable.
- Side walls with glass in their upper sections are acceptable, since glass is permeable and will limit wind issues, which was referred to.
- Please upload new designs to honour the conservation-worthy features of both Florida Road 118 and 120.
- The above property is protected in terms of section 37 of the Act.
- A site inspection was undertaken on 5 September 2024 and the architect and person doing the construction work was informed to stop work immediately.
