Monotone ink and wash painting showing one man standing at a table and 12 other men seated around him at the table. They all have documents and a pen stand in front of each of them. The standing man is gesticulating with a document in his outstretched left hand. A large group of spectators is seated in the public gallery at the back. A row of open sash windows along the back wall.
