    Proposal Description
    MBSA consultants appointed Sinda Africa to conduct an Environmental Management Plan for a re-electrification project and upgrade of new transformers at KuMlokwana Village in Mount Frere, which falls under the jurisdiction of Umzimvubu Local Municipality, in the Eastern Cape Province. The proposed construction includes installation of 3x 64 KVA and 3x 32 KVA transformers. This project also includes an upgrade of existing an existing 64 KVA transformer. This document aims to provide a framework for managing environmental impacts associated with the proposed activity. The EMP identifies and clarifies the roles and responsibilities of key role-players in the implementation of the specific requirements of the EMP as well as in monitoring, reporting, auditing and review requirements, which are components of the construction phase environmental management system.
    The proposed electrical distribution falls within a human settlement as it is the extension of already existing power lines. During the site visit on the 19th of February 2025, no visible graveyards were identified in the proposed area of the work. The area of the proposed development is characterised by densely green vegetation (grass) owing to the wet summer season and thorny acacia trees and bushes. The spatial distribution of the vegetation is shown at the end of this document
