Proposal Description
The E4 Project (previously Pandora Platinum Mine) is in the North West Province of South Africa, near the informal settlement of Bapong and the town of Brits. The project lies within the Madibeng Local Municipality and the Bojanala Platinum District Municipality, within the Crocodile West and Marico Water Management Area.
The project consists of a decline shaft and supporting infrastructure (access road, offices, change houses, parking area, electrical sub-station, Run-of-Mine Ore Stockpile Area, Ore Silo, stormwater management infrastructure) on Portion 19, 20, 21, 25, 26 and 27 of the farm Uitvalgrond 416 JQ wholly owned by Eastern Platinum (Pty) Ltd (EPL), a subsidiary of Sibanye Stillwater Limited. Development will be via the previously backfilled U17 Pit area to a depth of 621m below surface and production will be at a rate of 160 ktpm for a life of mine of at least 32 years. Ore processed will be conveyed to the EPL Concentrator via an overland aerial conveyor system as replacement tonnages. This aerial conveyor will cross Portion 3 of the farm Uitvalgrond 416 JQ which is owned by M2 INV (Pty) Ltd – Latilla (subject to landowner consent) as well as properties owned by the Republic of South Africa in trust with the Bapo-Ba-Mogale Tribe (farm Kareepoort 407 JQ, Farm 460 JQ, Boshfontein 458 JQ, Modderspruit 461 JQ, Turffontein 462 JQ). EPL has a Notarial Agreement of Lease with the Bapo-Ba-Mogale Tribe allowing for the Lessee to conduct mining operations on the lease area effective as from 19 November 2014 till 22 December 2054 and also occupy so much of the surface on the Lease Area as may be reasonably required.
Although the project already carries an approved Environmental Authorisation and an approved Water Use Licence, due to mine design optimisation certain additional infrastructure is required which require approval. It is the intention of EPL to submit an integrated application for authorisation to support the commencement of underground mining and associated activities.
