The Parliament Collection:
Town scene with male figure in winter coat, top hat and heavy scarf wrapped around his neck and lower face. Could be pile of books (bricks?) in front of him on the ground. A cart is partly visible on the left - back wheels only. Interesting architectural archway in the background.
