Proposal Description
The City of Cape Town (CoCT) proposes widening Jan Smuts Drive to dual carriageway, from the N2 Freeway to
Sunrise Circle in Ndabeni, with provision for an interchange to the future development at the old Athlone Power
Station and the future Nigeria Way link for all modes of transport (Figure 1 and Figure 2).
The properties that comprise the project area for the Jan Smuts Drive widening form the road reserve on either
side of the current carriageway.
There is a CoCT substation in the triangle of land adjacent to Nigeria Way, behind the old Athlone Power
Station, but otherwise, the site is largely undeveloped.
Between the N2 and the intersection with Forest Drive (M25), the site is bounded in the west by the suburb of
Pinelands, and in the east by railway lines. West of the Forest Drive intersection, Jan Smuts Drive is surrounded by
a mix of urban residential, commercial/corporate (Old Mutual) and institutional properties (SAPS Pinelands and
the Oude Molen High School, for example).
As road reserve, it is likely that much of the proposed development site has been subject to at least some level
of disturbance, levelling, and/or landscaping during the construction of the existing carriageway and since (see
Plate 1 - Plate 6).
