Proposal Description
INTRODUCTION
Guillaume Nel Environmental Consultants (GNEC) were appointed by Wellington Agri Hub (Pty) Ltd, to facilitate the Environmental Authorisation process in terms of the National Environmental Management Act, 1998 (Act No. 107 of 1998) for the proposed residential development on Portion 2 of Farm Nr 193, Wellington, Western Cape.
LOCATION
The proposed development site is located approximately 3 km northeast of Wellington and 15 km north of Paarl, within the Drakenstein Local Municipality in the Cape Winelands District Municipality, Western Cape.
Access to the property is gained from Hermon Road (R44).
The total area of the proposed development site is 7.0434 hectares. According to the Drakenstein Municipal Spatial Development Framework (SDF, 2024), the site is located within the designated urban edge, supporting its strategic inclusion for urban expansion and aligning with long-term municipal planning objectives. The property is currently zoned Agricultural Zone.
DEVELOPMENT PROPOSAL
The proposed project involves the development of a residential neighbourhood on Portion 2 of Farm No. 193. The layout includes:
59 residential plots
An internal access road
Designated open space areas
Associated infrastructure
VEGETATION
According to Cape Farm Mapper, the predominant vegetation type present on Portion 2 of Farm 193, Wellington is Swartland Alluvium Fynbos, which is classified as an Endangered vegetation type in terms of Section 52 of the National Environmental Management: Biodiversity Act (NEMBA, 2022). During the site visit, it was clear that the proposed site is disturbed and altered from its natural state. A Botanical specialist study will be conducted to assess the presence of any protected or threatened plant species as well as determine the ecological integrity of the site.
FRESHWATER
According to Cape Farm Mapper, an artificial wetland is mapped on the site, however from the site visit it is clear that this was incorrectly mapped and what is actually on site is an artificial dam, used for the storage of water, with no wetland indicators. A Freshwater specialist study will not be conducted as no naturally occurring freshwater features are
located on or within close proximity to the proposed development extent.
