Interim Comment
As a NEMA EA application is being undertaken in terms of section 38(8) of the NHRA, the provisions of section 38(1) and 38(7) of the NHRA do not apply. As such an assessment of the impact to the national estate as required by section 24(4)b(iii) of NEMA.
SAHRA requests that an assessment of the impact to heritage resources, in particular, the declared National Heritage Site located within the proposed development area, be conducted. The assessment must comply with section 38(3) of the NHRA. Furthermore, SAHRA requests that a Visual Impact Assessment be conducted as part of the HIA to assess any visual impacts of the powerline on the Madiba House. A permit application in terms of section 27(18) of the NHRA may be applied for at the same time. The permit application must comply with the NHRA Regulations 21239 June 2000 Chapter II and III. 
Further comments will be issued upon receipt of the above pending reports and revised draft BAR documents inclusive of appendices.
